No, this does not make it canon. Bungie also sometimes gave attention to fanfiction or other fan creations that stood out because they are carefully made, quality stuff. But that still does not make it canon.
For it to be canon, it would have been firstly made within the copyrights that MS has over Halo, by somebody who they approved of doing so, I guess...and this does not fit that. This simply is fanfiction, and will always remain that.

This simply means 343i acknowledges the work of Levi, nothing more than that.

This is some real quality work and i think they should hire the guy and work with him to develop a canon comic series

Honestly, reading through this comic, I pretty much forgot this was fan-made.

Levi has not only exceptional art skills, but a vast and deep knowledge of the Halo Universe from both Bungies perspective and the novels as equal to his understanding and perspective of its characters, and combined those talents to create a story that fits so well with its story and chosen characters, I would personally consider it canon.

Levi has my upmost respect and admiration for his hard work with this comic.
